German VAT registration

German VAT registration for US companies, start to filing.

When you have to register, what the German tax office asks for, how long it takes, and what it costs to keep compliant once the number arrives.

Short answer

Does a US company need to register for VAT in Germany?

Yes, if you hold stock in Germany (including Amazon FBA warehouses), sell goods to German consumers from a German or EU location, run a German entity, or make taxable supplies where the reverse charge does not apply. There is no registration threshold for non-EU businesses: the first taxable transaction triggers the obligation.

Sequence

Six steps, in the order the Finanzamt expects them.

01

Determine whether you must register

Stock in Germany, B2C sales from a German location, or a German entity means registration. Pure B2B service exports under the reverse charge usually do not. Get this decided before your first shipment leaves.

02

Pick the setup: local VAT, OSS, or both

German VAT registration covers local stock and domestic sales. OSS covers distance selling into other EU states. Most US brands with an FBA or 3PL footprint need both.

03

Assemble the filing pack

Incorporation documents, translations, activity description, contracts and evidence of German operations. Incomplete packs are the main reason registrations slip past eight weeks.

04

File with Finanzamt Bonn-Innenstadt

Submission runs through ELSTER. Expect follow-up questions in German. You receive a Steuernummer first, then the USt-IdNr. for EU trade and marketplace verification.

05

Wire up invoicing and pricing

Gross consumer pricing, compliant invoice fields, correct rate per product category, and marketplace tax settings updated with the new numbers before you switch the listing live.

06

Run the filing cadence

Monthly advance returns are standard for new registrations, plus the annual VAT return and EC Sales Lists where relevant. Late filings carry surcharges and attract scrutiny.

Amazon and marketplaces

FBA stock in Germany means VAT registration, no exceptions.

The moment your inventory sits in a German fulfilment centre, you are making domestic supplies and must hold a German VAT number. Marketplaces verify the USt-IdNr. and will restrict listings without valid tax data.

Pan-EU FBA moves stock across borders automatically, which can create registration duties in additional countries. Decide your storage programme before you register, so the tax setup matches the logistics you will actually run.

Packaging duties run in parallel: LUCID registration and an EPR scheme are required before you sell physical goods to German consumers.

FAQ

German VAT for US companies, answered.

How long does German VAT registration take for a US company?

Typically four to eight weeks from a complete filing, and longer if the Finanzamt asks follow-up questions or requires certified translations. The USt-IdNr. (EU VAT ID) is usually issued a few weeks after the local Steuernummer. Plan the registration before your first shipment, not after.

Which tax office handles US companies?

Germany assigns one central Finanzamt per country. For businesses based in the United States, that is Finanzamt Bonn-Innenstadt. All correspondence, filings and questions run through that office, in German.

Does a US company need a fiscal representative in Germany?

Germany does not require a fiscal representative for standard taxable supplies — a US company can register directly. In practice most US sellers appoint a German Steuerberater to handle registration, monthly filings and correspondence, because everything is in German and deadlines are strict.

Can a US company use the EU OSS scheme?

The One-Stop-Shop is available for cross-border B2C supplies inside the EU, but it does not replace a German VAT registration when you hold stock in Germany. A common setup is a German VAT registration for local stock plus OSS for distance sales into other EU countries.

What does German VAT registration cost?

The registration itself is free. The real cost is advisory: a Steuerberater typically charges a few hundred to low four-figure euros for the registration, plus a monthly fee for filings. Budget for monthly advance returns (Umsatzsteuervoranmeldung) in the first two years plus an annual return.

What are German VAT rates?

The standard rate is 19 percent. A reduced rate of 7 percent applies to categories such as most foods, books and certain printed media. Consumer prices in Germany must be shown gross, VAT included — a common failure point for US brands porting a US storefront.
