Yes, if you place packaging filled with goods into circulation in Germany. This includes Amazon FBA, your own Shopify store shipping to German consumers, and B2B shipments with your own branded packaging. The obligation applies to the first company that puts the packaged product on the German market, regardless of where the seller is based.

Confirm the obligation
If you ship packaged goods to German consumers, you are a producer under the Verpackungsgesetz. B2B-only transport packaging usually falls outside the scope, but sales packaging almost always counts.
Classify your packaging
Split your expected annual packaging by material and weight: paper, plastic, glass, metal, wood, composites. This drives both the dual system choice and the reporting obligation.
Choose a dual system
Compare producer responsibility organisations by material pricing, service level, and English-language support. Sign a licence agreement before you register in LUCID.
Register in LUCID
Create a producer account at lucid-verpackungsregister.de, enter your company data, brands, and the dual system you contracted. The ZSVR issues your LUCID number after review.
Report packaging data
Submit annual packaging weights to LUCID and to your dual system. If volumes change significantly, update during the year. Keep records for audit purposes.
Maintain compliance
Update LUCID when brands, channels, or dual systems change. Renew the dual system licence each year. Marketplace account settings must show the active LUCID number at all times.

What is LUCID?
LUCID is the public packaging register run by the Zentrale Stelle Verpackungsregister (ZSVR). Every producer or importer of packaging that ends up with a German consumer must register there and obtain an LUCID number before selling physical goods.
What is the difference between LUCID and a dual system?
LUCID is the government register where you prove compliance. A dual system is a private producer responsibility organisation that collects and recycles your packaging waste. You need both: register in LUCID, contract a dual system, and report your packaging weights to both each year.
How long does LUCID registration take?
The online registration itself can be completed in a few hours once documents are ready. The ZSVR typically issues the LUCID number within a few business days. The longer part is choosing a dual system and gathering packaging data.
How much does LUCID registration cost?
Registering in LUCID is free. The cost is the dual system licence fee, which depends on material type and weight. Light packaging in paper or plastic starts around a few hundred euros per year for smaller volumes; glass and heavier materials cost more. Expect an annual report and fee cycle.
Which packaging counts for LUCID?
Sales packaging, outer packaging, and shipping packaging that accumulates with a private final consumer. Service packaging such as mail-order bags and boxes also counts. Transport packaging between businesses generally does not, unless it is passed on to consumers.
What happens if I sell on Amazon without LUCID?
Amazon and other marketplaces verify your LUCID number. If it is missing or invalid, your listings can be blocked for Germany. The same applies to other fulfilment models where packaging reaches German consumers.
