Packaging guide for US sellers
EPR in Germany for Amazon and Shopify sellers
By Denis Celik · Last updated: October 2026
Selling through Amazon or Shopify changes how a registration problem shows up, but not the need to address it. For US brands shipping packaged goods to German consumers, packaging EPR is a set of connected tasks: registration, licensing, representation and reporting.
Short answer
For US sellers in scope, packaging extended producer responsibility (EPR) in Germany means LUCID registration, a dual-system licence, a German authorised representative and annual reporting. Your company registers itself in LUCID. The representative supports obligations such as reporting but does not replace your responsibility for registration. Amazon checks sellers’ numbers; Shopify does not.
What counts as packaging?
Start with the packaging that reaches private end consumers in Germany. Sales packaging, shipping packaging and service packaging are relevant. Shipping boxes, mailers and void fill count alongside the packaging containing the product. Looking only at your product container can leave part of the shipment out of your licensing and reporting preparation.
The obligation applies to whoever first places the packaged goods on the German market for private end consumers. That is the question to establish before registration. Being a small US brand, using a marketplace or shipping from outside Germany does not by itself answer who carries the obligation in your individual setup.
B2B transport packaging generally does not fall into this consumer-packaging setup. Do not use that as a blanket exception for products ultimately reaching consumers. If your sales or fulfilment arrangement makes the classification unclear, check the specific case with the ZSVR or qualified German legal counsel.
Amazon vs. Shopify: what’s different?
Amazon verifies that sellers are registered and blocks German listings without a valid LUCID number. It may take up to about five working days to validate a number. A company-name mismatch between LUCID and Seller Central is one common reason for rejection, alongside a number not found or described as expired.
Amazon’s ‘pay on behalf’ option is not available for Germany. You still need to arrange the German packaging setup, rather than expecting marketplace payments to replace it. FBA or a German 3PL does not automatically transfer the producer obligation; confirm the individual arrangement.
Shopify does not collect or check LUCID numbers. Merchants shipping to Germany must handle registration themselves. A functioning Shopify checkout therefore does not confirm packaging compliance. Without the marketplace check, it is especially important to review registration, licensing and reporting directly rather than waiting for a platform alert.
The four building blocks: what do I need and what does it cost?
Treat these as four connected steps, not competing alternatives. A LUCID number alone does not license your packaging, and a provider contract does not replace your own registration. Third-party fees sit separately from any operational support you buy to prepare and coordinate the work.
- 01
LUCID registration — free
LUCID is the packaging register run by the Zentrale Stelle Verpackungsregister (ZSVR). Your company registers itself and remains responsible for that registration. Support can help with preparation and live guidance, but registration cannot be handed to a third party.
- 02
Dual-system licence — from about €40 per year
License the packaging that reaches German consumers with a dual system. Small-volume licences start from about €40 per year. Include sales and shipping packaging when preparing the information; a LUCID registration is not a substitute for this licence.
- 03
German authorised representative — about €55–250 per year per country
Companies outside Germany without a German establishment that ship packaged goods directly to German end consumers must appoint one and enter them in LUCID. The provider must meet the German requirements. These typical third-party charges are separate from LUCID’s free registration.
- 04
Annual reporting — your time
Annual packaging volumes must be reported to both LUCID and your dual system. Plan who prepares the information and what reporting your representative includes. Do not assume that reporting to one place automatically satisfies the need to report to the other.

Timeline: what are the dates that matter?
Since 12 August 2026, Regulation (EU) 2025/40 (PPWR) and Germany’s VerpackDG apply. The VerpackDG replaced the old VerpackG. The German registration and licensing tasks remain important alongside the EU packaging rules; a platform check is not the whole PPWR picture.
Companies already registered in LUCID must add the required German authorised representative by 12 November 2026. This deadline is for existing registrants. The underlying duty for companies outside Germany without a German establishment shipping directly to German end consumers has applied since 12 August 2026.
PPWR-specific fines in Germany apply from 12 February 2027. Fines under the VerpackDG can reach up to €200,000. Do not read the later PPWR-specific fine date as permission to postpone registration: a blocked marketplace listing is usually the first practical consequence of missing compliance.

Selling in other EU countries?
Each EU country has its own packaging EPR registration. Germany is usually the first one US brands need, but completing German LUCID registration does not complete registration elsewhere. Review each country you sell into separately; this guide does not provide country-specific filing instructions outside Germany.
Is LUCID the whole PPWR setup?
No. From 12 August 2026, packaging producers also need an EU Declaration of Conformity and technical documentation for their packaging. Registration, licensing and representation do not replace that documentation. For the wider requirements, read the PPWR guide for US companies.
FAQ
Common questions
Is EPR Germany the same as LUCID?
No. LUCID is the German packaging register. For US sellers in scope, the packaging EPR setup also includes a dual-system licence, a German authorised representative and annual volume reporting. The registration number is one part of the setup, not proof that every other task is complete.
Do I need EPR if I only sell a few units?
Selling only a few units does not remove the stated obligation: whoever first places packaged goods on the German market for private end consumers must register and license the packaging. Check who carries that duty in your setup. LUCID registration itself is free.
Who pays the dual-system fees?
The producer responsible for licensing arranges and pays the dual-system fees. If you use Celik Advisory’s operational support, you pay the provider directly, separately from the support fee. Small-volume dual-system licences start from about €40 per year.
What happens if I don’t register?
Amazon blocks German listings without a valid LUCID number. Fines under the VerpackDG can reach up to €200,000, with PPWR-specific fines in Germany applying from 12 February 2027. Shopify does not check numbers, but that does not remove the merchant’s registration obligation.
Can you handle EPR for me?
I provide operational support and live guidance: preparing packaging information and helping you coordinate LUCID, the authorised representative and Amazon setup. You file the registration yourself and remain responsible for it. I do not provide legal advice or act as your authorised representative.
