German authorised representative for packaging: who needs one and how to set it up

By Denis Celik · Last updated: October 2026

If your US company already has a LUCID number, there is another setup item to check. The German authorised-representative duty has applied since 12 August 2026, with a 12 November 2026 deadline for existing registrants to add their representative. Choosing a provider and updating the register are separate tasks.

Short answer

Companies based outside Germany without a German establishment that ship packaged goods directly to German end consumers must appoint a German authorised representative and enter them in LUCID. For already registered companies, the deadline to add one is 12 November 2026. Your company still registers itself and remains responsible for its LUCID registration.

What does an authorised representative do — and not do?

An authorised representative takes on obligations such as reporting on your behalf. That gives your German packaging setup a locally established representative, but it does not turn your LUCID registration into a task you can hand over. The represented company registers itself and remains responsible for its registration.

Keep the roles clear when buying support. Celik Advisory helps you choose and onboard a representative; I do not act as your authorised representative. A preparation or guidance service is different from the provider that signs the representation contract and has its own LUCID login.

Registration, representation and dual-system licensing belong together. Appointing a representative does not replace the need to license consumer packaging with a dual system or report annual volumes to LUCID and the dual system. Ask what reporting the provider includes rather than assuming everything is covered.

What requirements must the representative meet?

Check all four requirements before relying on a provider. Being located near your warehouse or already handling your parcels is not enough on its own. A German 3PL can only take the role if it meets every requirement and agrees contractually; the arrangement needs a case-by-case check.

  • Established in Germany

The authorised representative must have a registered office or establishment in Germany. Check that the provider meets this requirement for the German role.

  • Written contract in German

The representation arrangement requires a written contract in German. A general understanding that a partner will ‘help with compliance’ is not a substitute for that contract.

  • Its own LUCID login

The representative must have its own LUCID login. Your company’s registration remains your responsibility; the provider’s login and your account serve separate roles.

  • Independent of your company

The representative must not be part of the company it represents. Check this requirement alongside location, contract language and register access.

What does a German authorised representative cost?

Third-party providers typically charge about €55–250 per year per country. Treat that as an indicative range, not a fixed price for your case. Compare the provider’s actual offer and confirm which country the quoted fee covers and whether reporting is included.

LUCID registration itself is free. A dual-system licence is separate, with small-volume licences starting from about €40 per year. If you buy Celik Advisory’s €490 Fast-Track operational support, the provider fees are paid directly by you, rather than being replaced by the support fee.

How do I add my authorised representative in LUCID?

Use the sequence below to connect the provider contract, the representative’s login and your own registration. New registrants enter the representative during registration. Existing registrants add the representative when prompted after login, with the 12 November 2026 deadline in mind.

  1. 01

    Choose a provider

Check the German establishment, independence, contract and login requirements. Compare English support, country-specific pricing, reporting scope and contract terms before committing.

  2. 02

    Sign the German-language contract

Agree the representation in a written contract in German. Confirm what the provider will do, particularly reporting, so the division of work is clear.

  3. 03

Confirm the provider’s own LUCID login

The provider sets up its own register login. Do not confuse that with your company’s duty to complete and remain responsible for its own LUCID registration.

  4. 04

Enter the representative in your LUCID account

New registrants enter the representative during registration. If your company is already registered, add the representative when prompted after login. Existing registrants must complete this by 12 November 2026.

  5. 05

    Check your Amazon LUCID details

Confirm that Amazon still shows your valid LUCID number. Check the exact legal company-name match with Seller Central; Amazon’s validation can take up to about five working days.

How should I choose a provider?

Look for English-language support if you need to discuss the setup in English. Confirm the price per country, whether reporting is included and the contract terms. These are practical comparison points; a low annual fee alone does not tell you which tasks the provider takes on.

Ask how the reporting work is divided between your company and the representative. Annual packaging volumes must reach both LUCID and the dual system. Your provider arrangement should make it clear what information you prepare and which reporting tasks the representative handles.

Will the authorised-representative requirement change?

An EU proposal discusses easing the authorised-representative duty for EU-based producers. It does not change the obligation for non-EU companies, including US companies selling into Germany. Do not treat discussion of an EU-based exemption as a reason to postpone your US company’s German setup.

Is LUCID the whole PPWR setup?

No. From 12 August 2026, packaging producers also need an EU Declaration of Conformity and technical documentation for their packaging. Registration, licensing and representation do not replace that documentation. For the wider requirements, read the PPWR guide for US companies.

FAQ

Common questions

Can my German 3PL be my authorised representative?

Only if it meets all requirements and agrees contractually. It must be established in Germany, independent of your company, sign a written contract in German and have its own LUCID login. Fulfilment work does not automatically create representation; check the arrangement case by case.

Can Celik Advisory be my authorised representative?

No. I help you choose and onboard a third-party authorised representative and prepare the operational setup. Your chosen provider takes the representative role. Your company still completes its own LUCID registration and remains responsible for it.

What if I miss 12 November?

If the duty applies and you are already registered, you have missed the deadline to add the representative. Address the missing setup and verify your case with the ZSVR or a German Rechtsanwalt. VerpackDG fines can reach up to €200,000; that is not a stated automatic fine for missing this particular deadline.

Do I need one per EU country?

Other EU countries have their own packaging EPR registrations, and representation needs checking separately for each country. A German representative is not a blanket EU solution. Third-party providers typically quote about €55–250 per year per country; this guide covers the German setup only.

Is a power of attorney enough?

The stated requirement is a written contract in German, alongside the representative’s German establishment, own LUCID login and independence from your company. Do not rely on a power of attorney alone without checking that the required contractual arrangement is in place.
